The agreement was signed by the first party, Director-General of the General Directorate of Residency and Foreigners Affairs in Dubai, Lieutenant-General Muhammad Ahmed Al-Marri, while it was signed by the second party, Director-General of the General Civil Aviation Authority, Saif Muhammad Al-Suwaidi, in the presence of a number of senior officials and officers.
